The ProgramData folder is invisible, so you would have to be able to view hidden folders to locate it.
You are likely to find a new folder in "C:/ProgramData/ElderScrollsOnline/live" i am having to reinstall the addons with minion or manually but they are appearing in game through the above method 1.2.3. i have the same folder in the programdata/ and why im unsure as to why i just directed minion to scan that way. only time i seen it mentioned but i have this folder too. ive been digging around all day and just came across this.
